What are you going to use the heating mat for? If it's just to germinate the seeds, you're better off just putting the germination-container on your computer screen/cable box.
Also, why do you want white spray paint, when you have mylar? Nothing's better than mylar.
Depending on your situation, you might want to construct an air filter for your inline fan. There's plenty of guides on this forum.
