I am using Fox Farm's Ocean Forest with prelite mixed in it.I am starting off some seeds, and have them under a mixture of cool,warm flor's and some cfl's,the top of the soil and the perlite are turing green.(like a moss)I dont know if this is a problem or natural thing for Fox Farm or am i starting a science project?:D

FF has everything already init including about 3weeks worth of food, why add perlite?

I wouldn't worry about the green unless it grows hair "mold or mildew"!

That green is algea not a big problem.. cover your soil with white paper and not so much water

If the top of soil is turning green (algae) that is not a good thing. In hydro, I have my rock wool and my hydroton grow algae but that is becuase there is a dripper system keeping it moist all of the time. I would try laying off the watering IMO... Check it out, if you were to take some algae out of a fish tank and let it sit dry for an hour or two it would be dead... Have fun though! That is what science is all about:)

A large amount of algae on soil is a sign of too much watering typically. It is also a pain cuz it eats up the water and nutes. In hydro it doesn't really matter at all... as long as it isn't all over the roots, it'll just put the ph up a bit.
