standard format for new users w/ ?'s

me being a new user around here started pretty much my learning experience from the the day i registered. saying that, i see so many questions being asked and a lot dont get answered till days later, only because the new user didnt know what info was expected from him.. so all the questions like soil, lights and so on till finally some1 gets an idea of that persons setup and can answer his question... my idea was. trying to implement some sort of small format that all new users must follow when asking questions.
example 1:

Soil or Hydrosystem: MG organic
Lighting: 4 23w CFL's & 6 13w CFL's
Grow space: 2 sq.ft. 3ft. tall
Light Cycle: 24/0
Nutes:bat guano - 10/15/10

i can imagine people like stoney bud, how many times have u seen the same question and answer? lol... many i bet.. you can even make it a rerquirement for people with less than 25 posts or something.

just thought this can get the new users better and quicker answers and minimize those 10 pages threads with so many separate small questions..

i was surprised when i didnt see any1 else thinking on this.. now i just wonder why they havent implimented this rule since im not the only 1 with the idea..
