When should i flower

I have a small grow 2 nl x bb and they are 30 inches tall and 24 inches wide and really bushy. I have a total of 23000 lumins from floresent lights. My question is will they fully flower under flo lighting and how much should they grow after i start flowering. i can take my light up to 6 feet and more with some modifacation. they are both female and are covered with the early flower sites even though its on 24/0 lighting at the moment. What im wondering is if there only going to grow another foot during flower i might grow them to 4 feet tall but if there going to grow 3 feet during flower then i might need to start now. This is my first indoor grow but i have grown for years outdoors. Thanks for the help. Slim

I think the 23000 lumens would work with only 2 plants. And you never know how much more they are going to grow in flowering, so you may want to switch them to 12/12 now or in the very near future just to be on the safe side and make sure you have enough room.

going by the bushy part, im guesssing they aint complaining about the lighting, now if you switch your light to some warm white cfls and still provide the same lumens you can easily get your plant 3 times its size when you flower, also take in consideration root size, ventilation, watering habits and nutes provided before and after flowering..
