I'm curious if anyone knows what exactly it means when it is said that something " influences seed spurring "? Does this mean to stop the production of seeds? or increase?

Yes, that's what it means. It's like "Spurring someone on".
"He was spurred to do better by his friends"
"The horse was spurred to go faster"
Spurrs are the things that cowboys wear on thier boots to kick the horses with.
