Bioneem Question

Hey guys I've got a question to ask. With Bioneem should you only use it if you get bugs or is it good to prevent it? I was wondering if I should spray my plants with it because it's suppose to be quite safe. My plants are only 10-11 days old though so I wasn't going to put it on them until they're quite a bit older and stronger.

whats up passenger,never sprayed with neem but personally i think that if your seedlings are healthy you should avoid sprays at this early age,did you noticed any bugs nearby?
