i just got a new meter and ive never used one before. whats the best ppm to be at for veg or flower????

It depends on the size of your plants. how big are they? Are they on flower now? Hydro?

ppm of what? if its Co2 i would start at 1300 when you start the girls and go up 50 parts every 2 or 3 days untill you reach 1500. then as rapid flower stage happens up the ppm every other day by 50 untill you see signs of yellowing in the leaves and back off the ppm slightly.
most plants like 1500 ppm but every starin is a little different some like more some like less. Iv seen some take 2200 ppm

my plants are about 6 to 8 inc. tall and there in hydro there in veg mode now

about cf 10 or ec 1.0 and they should have no probs dont go too high on nute levels etc as a rule of thumb if nutrient bottle says 5ml per litre try 3ml per litre and they wont get od'ed.

PPM for youngins should be 400-600, then gradually build up a bit as time goes on. I puprosely stayed under 1000ppm for the first 2/3rds of my current grow,and they are the healthiest I have grown. I jumped up to 1400 now though with 4 weeks to go. I wanted to test to see if they can handle it. As water evaporates,and is used by the plants I will be addding fresh water until we gat back to 1000, and then I will keep the nutes in that range until the next resi change.
