How many watts?

So as some of you know, im starting my first grow, and i want to know what the general wattage rule per square foot for flourescent lights is - im thinking of using a series of t5 2' lights not just above, but also around the plants or one big 4 ft floro above and t5's around.

also, the 4 ft floro i have is a 40 watt aquarium balast - is there any way to increase the wattage by getting a new fuse?

and finally, anyone know a cheap place to get bulbs and ballasts? thanks!!
