What is the purpose for misting your plants with water? and when should you be doing this and when shouldnt you be doing this? or should you do it at all?

You dont need to do it at all, it can help to foliar feed when your plant needs a quick fix.

During the VEGGING stage, I mist mine with a Foilage Spray that is a very weak mix of nutrients and distill water, daily, and they seem to like it. I also mist them daily with plain distilled water. They think they are getting a slight rain.
I've read many times do not mist them during FLOWERING, because you take a chance of bud mold.
