what is average humidity level in flowering room im at 43 percent is this good and how close do i need to put 400 watt hps to young plants

yes 43 is fine- a lil under 50% is sweet.

That's fine for your flower room. As for the light, I would start them at about 16 inches from the light and gradually move the light down until they are about 12-13 inches from the light. That will maximize your lumes and they shouldn't burn if you have some decent ventilation. Good luck and keep us posted. Take care.
