is it time to flower yet

my three kids are little bigger then a foot now and are branching and the stem is a little bigger then a pencil is it should i start running 12/12???

The plant is mature when you start seeing alternate nodes or preflowers which is about 5-6 weeks after germination

Also depends how much vertical space you have, the plants will increase in height by 1-2 times during flowering and you want your plants to be as close to the light as possible (without getting burnt)

I normally flower mine at 1.5 to 2 ft
