Please Help!!!

hi there, im on my second grow using the same bag seed as last time.IM growing out side and i have 3 1 footers that dont seem to be able to grow anymore,the leaves on top are really clusterd and and undevloped and the lower leaves are going really light green i need help! I also lost my ph tester so i have no clue wut the ph is and im feeding the 5-5-5 seaweed food every week.2 look bad but 1 seemed ok-ish but its bucket got nocked over so its healing.Any advice?Ill get pics soon

What's your runoff PH at? Also when you do feed how much are you giving?
