question about droopy bud sites

hello, i'm growing outdoors and my plants are about 5ft tall. there are a lot of bud sites and when i go to water them in the evening, i notice that the majority of the bud sites on top of the plant are leaning over. is this because they are not getting enough water? i water them twice a week. they get lots of sun. ( i live on vancouver island). i do notice small pools of water on some of the leaves throughout the plant. is this common?
any comments would be appreciated.

Im growing for the first time and ive noticed that my plants always droop at night. About 6am the next morning they are standing tall again. I think i'd be worried more if they droop during the day when the sun is shining bright, thats a sign of needing water i believe. I have also heard that watering your plants in the morning is better than in the evening.
