ready for flowering?

this plant is 14" tall and 4 weeks old. is it possible to flower at these stage? how long can it take if so?

90 watt daylight simulant lights containing mercury. I have gotten alot of positive comments on my growing. Usually they will wonder how in the hell I am getting all my plants to bush out without pinching the tops or shocking them. Almost all strains that I have grown so far do the same thing. this one is one of my Indicas. The seeds were given by a close freind. Except the plants from which the seeds came from, looked nothing like this.
Please fill free to let me know what I am doing wrong, this is my first time growing.:p

The larger the yield you want, the longer you wait. Fully mature plants should produce more bud.
