Around here there are 13.3 hours of daylight, 70 is the average high and 45 is the average low on April 21st.

I am planning on starting my seeds indoors around March 15th. Will April 21st be too soon for them to be transplanted outside?

Or should I wait 3 more weeks? May 15th = 14.1 hours daylight, average high 75 and average low 53.

I say May is your best bet, JMO, you'll have lots of time.

If you do decide to do it april 21 aka 421, do it a day earlier on 420. for Karma.

but 13.5 hrs to veg in is far from ideal.
 
max daylight hours around here is 14.7 hours on June 23rd. This is going to be an outdoor grow, I just don't have the room inside. I was mostly worried about the night time low temps. 420 is a good date! LOL
 
I've had mine snowed on in april, and they were fine...as long as you have no threat of a HEAVY frost you should be fine. I have put my plants out at the end of April for 20+ yrs
