Newbee here : ) I'm sure I first overwatered, then burnt my seedlings and want to know if you think I should start over or keep nursing?

Planted just over three weeks ago and plants first stopped growing (3 feet under 250mh), I though I had overwatered, but some of the plants moved on and kept growing. I then transplanted the healthier looking, taller plants to a top feed hydro. A day after transplanting, the plants looked burned and have stopped growing again. No nuets yet.

First of all, welcome to MP as I see this is your first post.

I can't really answer your question without seeing how the plants look right now - in other words, a picture. Three weeks and they are 1/2 inch tall to 4 inches tall, doesn't sound good, but what state are the leaves in?

Are you watering with tap water? Do you know the PPMs of the water you are using to water? Some tap water has very high PPMs and you can actually "nute burn" them without giving them any nutes.

thanks to you both for your help,

Most leaves appear to be a darker green and wrinkly. Growth seems to be halted completely.

PPM of tap water is just under 68 (correction from 179).

WOAH MAN! youre growing that first plant upside down?!?! :p

i dunno much in the way of hydro but they arent looking bad.

I'd say they will pull through once you get the bugs worked out. I'm not a hydro person....so not much help, but your seedlings don't look that bad! I've seen much worse pull forward and bear fruit!
