When a plant is in it's late seedling stage/early vegetative stage if the large leaves have nutrient burn, will those leaves repair themselves or will they stay damaged? All of the new growth is beautiful but those 1st 2 large leaves are damaged on the tips pretty badly.

Just give the burnt tips a quick snip with some decent scissors. Won't do much strain wise if you are just clipping the burnt tips off.
 
if they are "baby" plants you should not fertilize them until about the 3rd or 4th week of veg. and even then you should only use 1/4 of the strength of your fertilizer (if the directions say use 4 teaspoons then use 1 teaspoon). Remember its easy to over fertilize and kill your new plants.
 
Also how much exhaust would a 150 watt hps security light need? Would a closet grow be a fire hazard with one?

I've read that good airflow and a fan is about all thats needed for a 400WATT HPS, so I'm sure you wont have much of a problem.

As for the fire hazard.. well that's up to you and how organized and clean you keep your grow, :).

Always a good idea to have a extinguisher though.
