Tried a 50/50 mix with 90% rubbing alcohol and water. I soaked the heck out of some leaves and it did no damage. Kills bugs, but won't prevent their return.
This isn't new information, but it may be helpful to someone.

I was murdering bugs today with alcohol and water and decided to add some neem oil as a sticker. It is soluble in the mix and works very well.

What are you killing Joken?

Flea Beetles! I found them in my wife's nasturtium's so I sprayed them and pulled them up. The thousands of beetles that escaped went to my plants. I have killed almost all of them by various means. The alcohol mix, I use in a spray bottle between treatments with other organic insecticides. They are a bit larger than a pin head and jump like a flea. They destroyed the nasturtium's
