Richmond BC has a rule as does Surrey and Burnaby.
We actually fought the whole implementation in City hall in 2009 with City Council. We were able to get it delayed, and now the cop stands on the corner instead of in your front yard. BUT they still do it.
They are wrong more than 50% of the time and it costs several thousand dollars each time they check out a house. IF they find any sort of violation (swimming pool pump not wired properly, spa tub or whatever) then they fine you AND you have to get it fixed and pay several grand for re-inspection.

Hush- we MOVED far away. If your question was how to get around inspection. Especially after we came home after being away for 2 months and they had installed smart meters without our permission.
