At what point does it become a bit of a waste of time just keeping them vegging? Obvious it makes sense bigger the plant more buds you get but does there come a time in the plants vegging period they just really slow down growing?

i planted 4 seeds about 2 weeks ago,1 plant is doing great but the other 3 have grown about 2 inchs high but still have the shells on them the leaves havnt come out at all is there somthing wrong?

hey guys im new to all this and ive just got some white widow seeds, now i need to get lighting etc sorted before growing these little darlings. Ive read that the Hid lighting are the best to use for light output but what are the running cost compared to fluorescent lights? cheers jimmer
