Hello..somone help...this is my first time growing some plants and not sure what's happening that much...looks like buds are growing but then silly leavs come out of it...

Need help..my flowwers were palnted around February i think..and it's still small but it looks like it's in grow stage but then it just doesnt wana grow the bud...it shows the new leaf from the bud... And 12/12 cycle I'm not doing ...I think that's the problem...can I save my plants somehow?
