how long does oasis floral foam need to soak for? just long enough to be wet since its ph neutral?

I think i remember reading somewhere that you can add h2o2 to your nutes to give the water extra oxygen w/o using a bubbler is this true? I'd rather not use a bubbler if i can help it, just growing passive in some kitty litter pans with floral foam.
