I picked up a bottle of penetrator last week and the guy at the shop suggested that I add some neem in there w/ my foliar spray to prevent bugs has anyone tried this? and at what strength?

anyone ever try this? i have DC Penetrator as well as AN Jumpstart.. i want to mix the two and spray my clones to see if this will speed up rooting process wondering if anyone has done this sucessfully and what strength.
