I was murdering bugs today with alcohol and water and decided to add some neem oil as a sticker. It is soluble in the mix and works very well.

Tried a 50/50 mix with 90% rubbing alcohol and water. I soaked the heck out of some leaves and it did no damage. Kills bugs, but won't prevent their return. This isn't new information, but it may be helpful to someone.
