Chuck Schumer And Hakeem Jeffries Team Up On Bill To Federally Decriminalize Marijuana

The legislation, which was first unveiled last year, would declassify cannabis as a controlled substance.

Senate Minority Leader Chuck Schumer (D-N.Y.) on Thursday announced he is reintroducing his bill to decriminalize and regulate marijuana at the federal level.

The legislation, which he first unveiled last year, would remove marijuana from the Controlled Substances Act, where it is classified among drugs such as heroin and LSD.

This time, however, Schumer is teaming up with Rep. Hakeem Jeffries (N.Y), the chairman of the House Democratic Caucus, who is introducing a companion measure in the lower chamber.

The two Democratic leaders pitched the decriminalization of marijuana as a boon for minority communities and small business in a new video shot in their home neighborhood of Brooklyn.

“It’s about time we decriminalize marijuana ... what we’re saying is very simple, let each state do what it wants,” Schumer says in the video, touting the provisions in the bill that allow states to set their own laws regulating the sale of marijuana.

The legislation also includes a criminal justice reform element, providing $100 million over five years to the Department of Justice to encourage state and local governments to bolster expungement programs for marijuana possession convictions.

“You’ve had lives and communities that have been ruined in large measure by the overcriminalization and so creating opportunity and economic space will be tremendous,” Jeffries, an outspoken advocate for cannabis, adds in the video.

Schumer’s collaboration with Jeffries is notable not just for their roots in Brooklyn. Jeffries is viewed by his Democratic colleagues as a rising star in the party and a potential future speaker. With Rep. Ben Ray Luján (D-N.M.) recently deciding to jump into New Mexico’s U.S. Senate race, Jeffries’ path to the speakership in years to come became even clearer.

With Jeffries and Schumer, two top Democrats in the House and Senate, on board, marijuana decriminalization at the federal level is one step closer to becoming a reality. But making it so will require the party to win back the Senate and White House in 2020 ― no easy task.

Public support for marijuana legalization has steadily grown. Last month, New Mexico became the latest state in the U.S. to decriminalize possession of marijuana. The Texas House of Representatives also voted in April to lower criminal penalties for possession of less than 1 ounce of marijuana.

Last year, Sens. Cory Gardner (R-Colo.) and Elizabeth Warren (D-Mass.) introduced a similar bill that would loosen federal guidelines on marijuana and give states more flexibility in determining their own laws. Gardner said last month that President Donald political name told him he favored that bill, but that Senate Majority Leader Mitch McConnell (R-Ky.) remained an obstacle to its passage.

Schumer’s bill, the Marijuana Freedom and Opportunity Act, includes millions of dollars dedicated to studying the effects of THC on the brain and its influence on drivers, as well as provisions to ensure that businesses cannot target children in their advertisements for cannabis.

“We’re concerned about freedom, we’re concerned about justice, we’re also concerned about safety and the bill takes good measures in that regard too,” Schumer says in the video.

EVERYBODY, please let your Congressmen know that you support this bill....especially those of you in states where cannabis is still illegal.
 
I signed the NORML letter to Michigan US Senators and Congressman Fred Upton. Hope it comes to pass.
 
i don't trust schumer anymore than i trusted arlene spector [sic]. for those of you who don't quite remember, it was arlene that came up with the kennedy bullet theory where "...the bullet hit the president, stopped in mid air, rotated 180 degrees and re-entered the president's body." it's in the warren report of all places.

Warren Report, biggest piece of fiction ever written. Knew a guy that was there with his teacher (young boy then) and he told me he definitely heard a shot from that grassy knoll area to the right and behind him. I happen to know bullets, designs, trajectories and how they react. Bullets do not do what was said in the Warren Report. Pure fiction. Anyway, I hope Schumer and Jeffries have good success, and I kind of think that it will finally make it to the President's desk to be signed.
 
y'know, since alcohol is a legal substance known to cause problems, why doesn't the government settle more into getting the issues of alcohol right before attacking a substance that causes few if any problems? why? no one touches alcohol because alcohol is their drug of choice and nearly everyone in washington uses (and abuses) it.

here on the island, one cannot have a medical hooch card without giving up their CCW permit (concealed carry weapons), all firearms, hunting, buying ammunition, reloading, and handling anything and everything firearm related. none of that applies to known users and abusers of alcohol.
 
Here in the US Federal law says you cannot own a gun if you use a schedule one substance. This includes medical marijuana. This law is rarely enforced as not many people will admit to owning a gun and using medical marijuana to a federal law enforcement entity. What if you could not own a gun if you drink alcohol? People would go crazy about this happening in a free country.
 
There is the 9th Circuit court of appeals that says you cannot buy a firearm, as it is prohibited when filling out a ATF FFL form 4473. They also state, however, in this court case that the woman could have owned and kept possession of her firearms for personal protection, but she could buy a firearm "if" she relinquished her medical marijuana card. What I gathered from this and another article that cited this case was you may have firearms "BEFORE" you start using marijuana if it is legal in your state, but you may not purchase new firearms or new ammunition after the use of marijuana.

In Hawaii the local police gave medical marijuana users 30 days to turn in their firearms. That was later rescinded.
