I'd say, no. It doesn't look like you have got any good growing tips to cut and clone. You have serious serious stretch going on with no real plant growth. You are really going to have to have more/better light.

Seconded. More light! Better lights! And you gotta manage your light-to-canopy distance better to really get them all fired up to give you some cloneable shoots. Keep at it : )
