An effort to allow veterans to access medical marijuana in states where it’s legal died Wednesday night when Congress passed a spending bill without the provision included.

The Veterans Equal Access Amendment would have nullified a Department of Veterans Affairs standard that keeps its doctors from recommending medical cannabis as treatment for post-traumatic stress disorder, pain and other conditions experienced by veterans. Veterans currently seeking medical pot must obtain a doctor’s recommendation outside of the VA system and pay the expense out of pocket.


The amendment, authored by Rep. Earl Blumenauer (D-Ore.) and Sens. Steve Daines (R-Mont.) and Jeff Merkley (D-Ore.), passed both chambers of Congress earlier this year as part of a spending package funding the Veterans Affairs department.

But in June, the provision was stripped from the final version of the bill during conference committee. Blumenauer, Daines, Merkley and other supporters of the provision lobbied their colleagues to get the amendment added to the bill again.

“We feel the failure of the Conferees to include either provision is a drastic misfortune for veterans and is contrary to the will of both chambers as demonstrated by the strong bipartisan support for these provisions,” read a letter sent to congressional leadership.

The amendment was never readded, and the Veterans Affairs spending package passed Wednesday as part of the continuing resolution to fund the government.

“It’s incredibly frustrating and disappointing that despite broad bipartisan, bicameral support, a handful of out-of-touch lawmakers put politics over the well-being of America’s wounded warriors. Our veterans deserve better,” Blumenauer said in a statement on Thursday. “We will continue to seek every opportunity to make sure they have fair and equal treatment and the ability to consult with, and seek a recommendation from, their personal VA physician about medical marijuana.”

Medical marijuana is currently legal in 25 states and the District of Columbia, and several other states will vote in November on whether to legalize cannabis for medical use.


The VA doesn’t condone medical marijuana as a treatment for PTSD or other conditions due to the lack of studies on the effectiveness of the substance in easing post-traumatic stress. Still, many veterans have turned to the substance as an alternative to prescription antidepressants or painkillers, and some states specifically list PTSD as a condition for which doctors can recommend cannabis.

The Drug Enforcement Administration announced in August it would open the door to more research on medical uses for marijuana, which could lead to eventual acceptance by the VA. However, the DEA still classifies all forms of cannabis as Schedule 1, the “most dangerous” category of drugs.

The American Legion, the country’s largest wartime veterans organization, came out earlier this month in support of allowing veterans to access medical marijuana, and urged Congress to remove cannabis from the Schedule 1 designation.

What I'm seeing is --serve your country-- then kill yourself -- go to prison -- or let the V.A. kill U-- cause they don't need U anymore !-- I feel I deserve better choices !
I don't remember where I read it but I read 50 % of the vets who survived the Southeast Asia War Games
were incarcerated or institutionalized !-- If that's true !--They shame us !
 
I don't believe that. 50% may have had to go to rehab before coming home.
 
Duck I am not swearing by those numbers !-- Remember though in our day they didn't have rehab !--Rehab consisted of locking U in a cell until U got better or the withdrawals killed U !-- One day U in the jungle trying to keep from being killed in any of a 1,000 ways then tomorrow? --U back on the block !-- There was no such diagnosis as P.T.S.D. !-- Why U think many U of us headed into the wilderness ?-- There's just not a lot of work for a tank gunner or explosive technician in the civilian work !
 
Yes I remember. PTSD was not even a word. They just locked you up for being crazy or turned you loose into the world of alcohol, prescribed and street drugs and other means of coping.

I have seen friends and relatives deal with this in usually destructive ways.

Congress should wake up, leave the reefer madness mentality behind and do what is best for our Vets.
 
Burnin1 --U da research honcho -- How would one even find out such info ? -- I'd like to know !-- I got extremely lucky !-- 1973 when I finished M.P. school they sent 38 of 40 to the jungle !-- Another guy and I went to Korea !-- About 12 miles from North Korea !-- I was a young man and never been to a year long party !-- I was a seasoned partier by the time I got kicked out !-- O.K. so I got kicked outta Korea !-- I'm sure a guard had to escort many soldiers on to a plane take the cuffs off and only leave the plane at the last minute !--
 
They would not send you home if they thought you were on drugs. You were stuck their till you proved you were not. Whether in a box, a hole, a hospital, jail or whatever was handy. This was their form of rehabilitation/rehab. Not an air conditioned room sitting in a circle talking nice, type of rehab that it is now. Rehab originally was just shorten form of rehabilitation. The US government has always had rehabilitation. Just ask the Native Americans made to go to reservations or the Japanese that were interned.

As long as it is federally against the law, they(the federal government) are not going to allow their property (US soliders) to use illegal drugs.
 
True Duck !-- They didn't even have drug screens in the day !-- So what I was saying is they used prison as rehab for us !-- No idea how many took thier own life or ended up in institutions !-- Even when I was active duty in Korea we had 200 people in the 2nd MP company 2nd Inf. Div. -- During my year there 7 MP's stuck thier pistol in thier mouth and pulled the trigger !-- A civilian Po-Po may have to deal with a trained killer once or twice during thier career! -- Everyone a MP deals with is a trained killer !-- I've had soldiers tell me --- U got a pistol !-- U better shoot me before I "F" U up !-- They were serious !-- My martial art skills improve rapidly after a few a** whooping !-- I trained in Tae-Kwon-Do which is blows with fist and feet !-- My patrol partner was a master of Hop-ki-do which is submission holds !-- When the Tae -Kwon-Do teacher taught me a move my patrol partner taught me how to counter the move !-- I get a hold on any part of your body I can control the rest of your body !-- My speciality ? -- Breaking fingers !-- I break a finger U not gonna hit me with that hand and I can go after the other hand !
