No, that is way too small to transplant. You want good root growth before you transplant. I'd wait until I see a goodly amount of roots trying to grow out the bottom of the cell before I'd transplant. When you attempt to transplant a plant without a good root ball, the soil will just fall off the roots, leaving them exposed and open for disease and damage.
