Things that we dont see cling to the surface of the glass...those things block or bend light.

Clean them with just about anything....rubbing alcohol, glass cleaner, I'm a warm sudsy water kinda person myself...more importantly is being sure to rinse the lamp thoroughly with the cleanest water you have handy, (RO water would be best, hard water worst)...drip dry for a minute...then I roll the bulb over paper towels...the towel does all the work without having to wipe the bulb.

It's 5 minutes out of your week to make sure your lamps light isnt hindered before it even hits the plants.
 
A person could wipe down a lit fluorescent tube with a damp cloth...a CFL...hmm...those too. Mine get dropplets of water on them from time to time and its never been a problem.

An HPS though...very bad idea.....very bad.
