Most dramatic way to improve - pre-crack the seed: gently and slowly squize from seed' equator side, closer to narrow end of seed until it 'cracks'. And to put it not in towel but in mineral cotton/natural soil with vermiculite (3 parts of soil per 1 part vermiculite). Because root will damage whet you wil transport germinated seed from paper towel
