Just remember, veg time has precisely 2 requirements: Long enough for the plants to reach sexual maturity, and long enough for them to reach the size goal/limits that you want. Remember that the more Sativa leaning the strain is, the more it will stretch after the switch to flowering. These can stretch anywhere from 2x pre-flower size to 4x pre-flower size. While more Indica leaning strains will stretch less.

I grow 50/50 hybrids typically and have found that letting them get to around 15-20" is a good height before "flipping the lights" if I want to keep them below 4' tall. When starting from new seeds rather than clones, it is often difficult to manage the 20" height restriction and get them to sexual maturity. Sometimes significant training can accomplish this but often it is easier to just train and let it get bigger then take cuttings and then grow them to the exact height you want. Then you can either continue to take cuttings from the original plant or destroy it and take cuttings from the clones before putting them into flower. :)
 
You mean the breeder says that they can get up to 5' tall? That is an on average grow. You can keep them as low as you want or allow them to get even taller. By using training techniques or just tying the branches over, or setting a scrog screen over them, you can keep them at any particulat height you want.
 
Scrog is a great way to keep them at a desired height while maximizing your yield, and its not difficult to do with Sativa structured plants.
