Little Black Dots?

I'm growing outdoors on a balcony, this is my first time. Im using miracle grow potting soil (I know its not the best). I have these little black dots appearing on the stem. Along with some brown crust like substance at on the nodes, however, its only towards the top of the plant. Please help??

I an no expert but it sorta looks like some kind of scale. They like to hang out on the stems. See if you can spray those off.
There are products to remove them if they are a scale or barnacle like insects. Google scale removal or something like that.
