Need Help !

I am a beginner at the art of growing pot. I have obtained seeds and planted them in soil. I out it outside during the day and inside at night without any type of lighting. The plant, about 4 inches tall, has little sprouts. I know I am not doing enough and need pointers on what to do or what not to do. Also, is it possible to do this on a limited budget?

Best advice is to read one of the grow guides, there are plenty available online, it will answer lots of the simple questions, then we can fill in some gaps for you.
