When can you put plants outside on the east coast?

a week or two after you see grass growing again on your yard, and leaves in the trees getting green. but there's a big difference between east coat Maine and east coast Florida.

in new york we used to put them out in late april or early may.

When there is no risk of frost overnight.

you will need to be more specific, the east coast is a big place you could be in south carolina or Newfoundland, there will be a big difference.
