I have 3 plants on Flouros right now (6 of em') first question:
Is that enough light for veg (13wats each = 25)
Second Question:
Would 150 watts HPS be enough for 3 plants during bud development?

Not sure Gumber. How many lumens do your flouros put out? How big is your grow room. You need atleast 3,000 lumens per square foot of space. I would say a 150 watt HPS should be good for 3 plants IMHO.
