RDWC Water Level

I am looking at building a RDWC system and am wondering if the water level can stay at a constant level just below the basket during they entire grow or does it need to be reduce as the roots grow and fill the bucket.

I like keeping my water level a couple inches below the net pot once a good amount roots hit the rez

I was hoping to be able to put one drain in the top of each bucket for the recirculation but it may not work. The level may need to he higher in the beginning until the roots get going. Am I thinking this through right? One drain won't work for all stages of growth?

In the begining i keep the water level just below the bottom of the rockwool, or whatever your using..The bubbles will keep the rockwool moist.
