Should buds rehydrate a little in the jars?

Some of the smaller buds from my plant are dry and I put them in a jar. Is it normal for them to rehydrate some? A few seemed too dry to begin with anyhow. I didn't put them in a brown bag. I will do that now, sorry I should have been reading more.

I'd put a piece of Orange peel in the jar.

Ok, I skipped the brown bag part too. So, I am going to fix that.
