I try to keep 5.0-5.5 for my hydro and 7.0 for soil. I think soild should be from 6.5-7.0.

Yes, I try to keep mine over 6 but under 7. The plants dont seem to like anything else.

how can we correct pH levels in tap water? down or up?
.............the sell it at fish, plant and spa stores...it's called "PH up"...and "PH down"..;)

dont use the spa stuff. that could be lethal on your plants. use the fish stuff or better yet, get ph up and down from a local hydro store or online dealer.
