All the above, but there are some types of weed that have less smell than others. They're all going to reek when they're into full blown flower stage.
In my own limited experience, Indicas always seem to have more smell to 'em than Sativas.

Forgot to mention, I always flower in a sealed, CO2 infused room. No smell to speak of outside the room.

I put a vent in the wall, and exhaust to the outside. If my neighbors can smell it, they haven't said.
