Why didn't my buds fatten up?

I've been growing weed for a long time now and I've never had a grow this bad.

There's virtually no difference between week 6 and 10.

Grow specs: 1000w HPS, DWC w/H&G nutes, AC w/optimal temps, White Widow regular.

Looks a lot like you have either nute problems or PH troubles.
