Huge plant!! buds on bottom not top

Well I started my plant outside in march and now its over 8 ft. Its been flowering for about 2-3 weeks now but only on the bottom half...It looks like the buds are starting to inch their way up the plant slowly but idk b/c I topped my plant kind of late, when It was about 4 ft, thinking it might slow down the growth upwards but no. Anyways Should I be worried?

Got a pic you can show us? I've never experienced that or seen it. I don't know where you're located, you must be farther south than me. I'm in the NE US and couldn't put them outdoors till June this year. I had some pretty strange growth due to wierd weather, which caused to onset of flower early and then a re-veg. But the main colas are still at the top of the plant.
