The best lights imo are t-5 florescents for veg and hps for flower
 
Halogens don't work. Pretty much the only lights usable for growing are fluorescents, metal halide, high pressure sodium, and LEDs. T5s are the best of the flourescents generally used to veg. For flowering, there is nothing right now that beats high pressure sodium.

Lighting needs are figured by lumens per sq ft. For vegging, you are going to want a minimum of 3000 lumens per sq ft and for flowering a minimum of 5000 lumens per sq ft for flowering. Generally we use blue spectrum lights for vegging and red spectrum for flowering.
