cooling magnetic ballast

I have an extra 10 watt 32cfm muffin fan that blows on my 400 watt hps magnetic ballast.It is always cool to the touch. My questions are:
does cooling the ballast make it more energy efficient at all?
make it less efficient because it dosent get good and hot?
or nothing but piece of mind that i could lay a piece of paper on it all day and it not catch fire?

The cooler it runs the more efficient it is but its not necessary.

A thick piece of Aluminum works better as a heat sink. But its just for your piece of mind.
