Day 24 in flower and no flower...?

I put a plant, Cinderella 99, into flower on January 5th and it hasnt begun to flower yet. It has shown its sex in a few modes, but that's it. The strain is supposed to be short and fast flowering.

It came from a feminized seed, germinated in late November. Its growing in a DWC bucket, using GH 3 part. Nutes are about 1400 ppm, right around 6.0 ph, water temps about 63. All other plants started from seed, and clones, are doing well in the same tent(s).

I started another seed thats looking slightly different - definitely stronger smell in veg tent. It's about 14" right now.

My questions:
Should I give up on the one in flower, or give it more time? The 14" one could easily go into flower and take its place.

If I give it more time, how much more do you think?

I did remove a great deal of leaves about 2 weeks after putting it into flower. Could this have slowed things down?

Could ambient temps play a role? Tent is about 64-67 on average. I've thought about a heater but I'm concerned about bucket water temps. However, I'm seriously thinking about adding another light which should raise the temps a bit.

1st pic was taken a day ago.
2nd pic was prior to removing leaves.
3rd and 4th pic is the second plant from seed, taken tonight.

Any advice/comment is much appreciated.

Did it show sex before you put it in flower?
This can happen if you flip an immature plant. Give it time it will kick over more than likely.
