I have a indica strain that i actualy started about 3an ahalf weeks ago in the ground, transplanted into a pot and gave it 24 hour cfl lighting fr about 2 weeks and now i actualy put it back outside. Its very very healthy about 9 inch tall with many branches and im wanting it to bud for me is it ok going from that 24 hr cfl lighting to a bout 10/14 natural sun that its getting now? will it show its sex and then flower for me ? need advice

the "number" of hours will induce flowering, yes. But moving from 'low intensity" cfl's, out into the "very" intense sunlight, might give you issues.
It should be "hardend off" to the more intense sun, by keeping it in a shaded or semi-shaded area for a few days to allow it to become accustomed, acclimated.

It seems awfully late in the season to put those outside and expect them to flower.
