What is the difference in using a blue spectrum during the budding stage rather than using a red/orange light spectrum? I'm kind of confused about it as far as lighting vs growth stages..

A blue spectrum promotes foliage growth, while the red/orange spectrum of a HPS promotes stem elonagtion and fruit development
