less water is usually better , some people wait till there plants droop a before watering... 12/12 can be done from seed... it still has to veg before it flowers... Any height you want can be used to determine when to flower.. it will at least double in height so if space is an issue flower...

yeah cfls will work for budding just, double the amount from the 2-4 bulbs to 4-8 and get a good mixture of the different types (cool/Warm)
