Can u run a 400 Watt with a 1000 Watt ballast

trying to be cheap but i got a 1000 watt hps ballast and air cooled hood but i got to down size to a 36w 24 d and 70 inch high cabnet and way got too much heat was wondering if i can put in a 400 bulbwatt with out burning down every thing i own

No, you can't run a 400w bulb in a 1000w ballast - bulbs and ballasts are "matched"
