What does is mean to "top off" a pot leaf? sum1 said that if you cutoff the leaf or sumthing it makes it grow bigger and more leaves is this true? how exactly do u do it??

My FRIEND is growing 5 plants under a 4 foot 120 watt flo light he is using miricle grow soil (has sum nuietrients in it already) but he has realized the plants arnt making much growth progress in the last week Is there any house hold nuetrients or minerals he can add to the soil to help...
