lets say your runin a 1000watt dimable ballast at 50%...
does it still consume the rated 100watts regardless wat percentage its down or up to?
or does it consume the corresponding percentage in power consumption as well?

I don't know if it's exact zipflip (like 50% would equal half the energy), but yes, you do use less energy when you turn it down. Same goes for a fan, a radio, etc.

dang, it almost makes perfect sense to get a 1000watt dimmable if one has the bread to lay out for one.
